So, how do I create npc's that the players wont just take a swing at? I mean, there is some level of predictability to them, that the players can do what they want, but still....

How do I create good quests and side quests?
I was also of thinking on creating a whole new world/universe , mostly based on the Warhammer lore, races and mythos (since thats what I know best) I think that will let me create a universe that hasnt been spoon fed to them yet, and maybe give it a much needed mystical aspect.
